The 5-Hour Pre-Licensing Course is mandated by the New York State Department of Motor Vehicles and is a pre-requisite to obtaining your road test appointment. Basic driving rules and safety issues will be addressed. Instruction is under the direction of Lynn Fuchs, former president of the NYS Driving School Association and a multi-award winner. Lynn Fuchs has been well-respected in her field as a traffic safety and driving education specialist for 40 years and is founder and president of A Woman’s Way Driving School. Virtual classes are held once a month on Fridays from 4-9PM via Zoom. At this time, all NYS 5-Hour Pre-Licensing courses are being conducted virtually via the Zoom platform. You will need a desktop computer, laptop, tablet, or smartphone with a front-facing camera and microphone. You must have your camera turned on the entire class; this allows the instructor to ensure that you are present and listening.
Registration:
You must upload a current and valid NYS Photo Learner’s Permit or a valid interim permit with a NYS Government-issued ID card (such as a Non-Driver ID Card, Expired NY Photo Permit, and/or Expired NY Photo License) at the time of registration. Additionally, when registering, be sure to choose to receive all email notifications as the Zoom link will be sent via email.
On the Monday prior to your class, a message will be sent to the email address on file in our registration system. This email will include the Zoom link to join the virtual class. If you do not receive this email, first check your junk/spam folder then call us at 518-761-8216. On the Friday of your class, begin logging onto the Zoom link at 3:45pm (15 minutes before the start of class). The class begins promptly at 4pm. Participants who log on after 4PM will NOT be admitted by the instructor.
THIS IS A NON-REFUNDABLE COURSE/PROGRAM FEE.
Upon successful completion of the NYS 5-Hour Pre-Licensing course, students will be issued an MV-278 certificate in the mail. In order to sign up for a road test, students will need this certificate. The MV-278 certificate expires one year from the date of the course (replacement certificates cost $25.)

- Limited seating; sign up today! Participants must pre-register and pay program fee online or at the department office prior to class.
- IF the class you want is FULL and you are placed on a WAIT LIST (no fee is charged), complete the registration process all the way thru the payment portion; that is how you will be placed on the WAIT LIST. Also, it is best to sign up for the next dated class, as they will FILL UP WELL BEFORE you would expect and you want to make sure you have a seat in the class. If an opening should occur and you are called, we can transfer the money to the Wait Listed class you were called about.......give the department a call for further.
- Replacement MV-278 certificates can be issued upon receipt of a money order in the amount of $25 made out to Lynn Fuchs, 7 West Valley Stream Blvd, Valley Stream, NY, 11580. Please include a copy of the student’s permit, along with their full name, current address, phone number and the date of their 5 hour course completion.
