NYS Safe Boating Course - April Boater Safety Class The department will offer the NYS Boating Course, required for anyone 10-17 years of age wishing to operate a powerboat or over 14 years old to operate a personal watercraft on any body of water within the State.If you are from out of state, New York recognizes the boating safety certificate issued by your home state.Who needs a boating safety certificate?Under the NYS law known as Brianna’s Law, all motor boat operators regardless of age will need a boating safety certificate beginning in 2025.
